Macao Tourism Carrying Capacity Key Performance Indicators (TCC-KPIs)

Background of TCC-KPIs

The “Macao Tourism Industry Development Master Plan” (the Master Plan) was officially published in September 2017 by the Macao Government Tourism Office (MGTO), which aimed to carry out a comprehensive study to support the development of Macao into a “World Centre of Tourism and Leisure” by providing a guideline for tourism development from 2015 to 2030. The Master Plan mapped out a plan with 8 key objectives, 33 strategies, 29 planning proposals and 91 short-term, medium-term and long-term action plans. The Review Report of the Master Plan was released in November 2021, which reviewed the implementation status between 2016 and 2020. Monitoring and designing key performance indicators (KPIs) of Macao’s tourism carrying capacity continues to be one of the short-term action plans proposed by the Master Plan. This short-term action plan required the research team of IFTM to undertake specific actions to expand the existing longitudinal Macao Tourism Carrying Capacity (TCC) study to cover the respective KPIs in terms of both social and physical carrying capacity.

Key performance indicators

To compile the KPIs that monitor Macao’s tourism carrying capacity, data are collected from both social carrying capacity (SCC) and physical carrying capacity (PCC) parts from the existing IFTM’s TCC study, as well as the longitudinal survey project conducted by the ITRC on Macao human resources (MHRM), and official statistics released by the Statistics and Census Service of Macao SAR.
